MINUTES OF MEETING

Held In Drummuir Hall, on ???

Present:- Margaret MacDonald, W. Bell, V. Findlay, Sheila Poppy, Marie Renolds, Fred MacDonald, Tony Hoskin, David Renolds, Jackie Morrison, Fraser Morrison, Gary Morrison (guest), Jen Fraser, Alex Gordon-Duff, Jim Law, Dianne Mark, James Mark, Audrey Peddie.

Apologies:- Priscilla Gordon-Duff, Fiona Morrison.

Gary Morrison a support services officer came along to discuss the need for a cemetery and listen to suggestions where a new one could be sited. One or two suggestions came forward at the meeting. He hoes members of the community can come forward with more ideas.

A plaque is to be made which will go on a bench down by the church in memory of Devina Gray.

Dianne Mark to fill up fire risk basement form received from Scottish Ex. Dianne is also to 'phone Elgin on a letter received about waste management, can they clarify.

Jen Fraser asks if we are going to keep up maintenance of house attached to hall before renovations begin.

Fence in playing field blown down repairs to be organised asp.

Treasurers report £1031 in bank.

Volunteers to start painting the hall in the coming week. Thank-you to Jackie&Fraser Morrison for plastering holes before painting started.
 
The Trustees are holding a dance, music by the Undercovers
 
The feedback from the meeting the trustees held for the public of which there was a poor response, has been favourable on the whole, for changes to the hall.
 
Treasure reports that we received £400 from Moray Federation of small halls.

Treasurers Report:-

We have a healthy balance of £2,000 +.

A.O.C.B.:-

Gillian Findlay from the school asks if we could use and store 60 chairs and some benches as the school no longer uses them. It was stated that there was no room in the Hall for more storage but one of the Trustees came forward and said that his boss might consider storing them.

Best Kept Village:-

Drummuir got a Commended and the school got 3rd. Well done. A vote of thanks was given to Fred McDonald, Sheena Clark and Loch Park for planting, weeding, watering and generally looking after the plants.

Fraser Morrison asked if any money could be made available to spruce up the Hall and floor as comments are being made it looked a bit tatty. The consensus was that it would be costly to get it done by professionals. Volunteers have come forward, Richard Henderson to arrange for the volunteers.

Charges for use of Hall:-

£4.60 per hour
£6.00 Committee Room
£6.00 Kitchen

A £50 deposit for a private function to be redeemed if building was left in state it was at start.

Post Office:- To continue. Rent at present is not covering costs at £5 per hour. Is to be increased to £7.50 per hour.

Cleaning Lady:- Wage is at present £5.50 per hour. To be increased to £5.75 per hour.

Community Woodland:- Thinning to commence shortly. Notices will be posted when due to start.

Community Association

  1. Hanging Baskets
    These will be returned from the Moray Council on Friday 22 June 2007.

  2. Flower Beds
    Fred will contact Richard Henderson to ask if a squad from Lochpark will be able to tidy the flower beds.

  3. Recycling Bins
    Shona Dryburgh, The Moray Council, is still negotiating to site recycling bins in the village, although this may have to be within the school playground. James Mark said this would be discussed again at the Strathisla Community Council Meeting on Wednesday 6 June 2007.

  4. Best Kept Village
    The entry form was submitted on 9 April 2007.

  5. Resurfacing of Car Park in Tocher Terrace
    James Mark will raise this again at Strathisla Community Council Meeting on Wednesday 6 June 2007.

Hall Committee

  1. Electricity Meters
    James Mark to contact Advanced Electrics to get meters looked at.

  2. Hall Rental
    Audrey Peddie, Secretary, sent a letter to Evelyn & John Pirie, on 9 April, to express the committee members’ disappointment, in the underpayment of their bill for the hall rental. No response has been received.

1. D&BCT Report

bulletHall Refurbishment - the detailed plans were available for viewing. The Directors met on 16 May to discuss the queries raised by David Smith, Architect. These were agreed and returned. Willie Bell requested to take a copy of the plans for the Bowling Club Members as they have been enquiring about the progress. The Community Energy Company has emailed James Mark a Tender Brief, which will be sent to Renewable Energy System Companies, inviting them to quote. However this document needs to be looked at by David Smith, Architect prior to sending out. James Mark will arrange to meet with David at the earliest opportunity.
bulletWRI - Dianne reported that the WRI were unhappy about the tables being stored on the stage and they had requested that new lighter tables be purchased. They were also unhappy about the lack of a fridge in the kitchen. The Directors discussed this and it was felt that it would be inappropriate to purchase any new equipment at this time as all equipment will be required to be stored when the refurbishments are taking place and new tables will be purchased on completion of the refurbishments. However, should the WRI require tables to be moved they should contact any of the Directors or Hall Management Committee and arrangements will be made to move the tables and chairs as required. It may be possible for the WRI to purchase a small table-top fridge for the kitchen if they wish. Dianne will inform the WRI.

2. Treasurer’s Report
The Bank Balance is currently £4626. Willie Bell queried the rate for the hall rental. This was confirmed as £4.60 per hour. Fraser reported that the cost of electricity was substantially less.

MINUTES OF MEETING

1. Welcome

Fred MacDonald welcomed all to the meeting.

Community Association

1. Spring Bulbs

Sheena Clark has planted a large quantity of bulbs, on the verge opposite the bus shelter, along to the school.

2. Safety Signs for School

The signs are now working.

3. Hanging Baskets

Fred will take the baskets to Moray Council, Elgin, at the end of the month.

4. Re-cycling Bins

No further information has been received.

5. Car Park in Tocher Terrace

James Mark brought up this matter at the last meeting of the Strathisla Community Council. The police have investigated and the vehicle has been SORNed and is therefore legally parked. However, they will now contact Moray Council to enquire if it can be removed.

6. Hogmanay Hoolie

A successful night was held which was enjoyed by all present. The sum of £59.70 was raised at the Hoolie. £29.73 expenses were paid to Matt Holland, who organised, games, prizes etc. Fred purchased fireworks to the value of £56.81. Frazer will reimburse Fred for this from the Community Association Funds.

Hall Committee

1. Electricity

Frazer reported he had received a final reminder from Hydro-Electric, just prior to New Year. The bill was for £195.00 and demanded payment within 48 hours. Frazer paid the bill but queried the matter with Hydro-Electric. They informed Frazer it was an error and a full refund has subsequently been received.

They also reported that the meter for the lighting was not operating correctly. Fred agreed to check this out.

2. School

Fred reported that the school had left the lighting and heating on and the door was left unlocked, on Tuesday 30 December 2007. This was discovered when the Bowling Club came in at night. Dianne will send a letter to the school reminding them to switch everything off and lock-up after use.

Mrs MacDonald raised concerns regarding the storage of the School PE equipment on the stage. The equipment is not stored very safely and creates problems when trying to access tables. Fred asked if the equipment could be removed prior to the Youth Club Disco on Saturday 17 February 2007. Dianne reported the equipment storage was only to be for 6 weeks but will contact the school to ask if it can be removed before the disco.

3. Moray Federation of Halls

The subscription for 2007/8 is now due (£15.00). Frazer will arrange to have this paid. A questionnaire was received for completion. Fred will ask Audrey to do this.

4. Treasurer’s Report

The Bank Balance is currently £4884.40.

5. Meeting Room

The youth club members have been busy drawing and painting and have produced super colourful and topical pictures on the Meeting Room walls. This project is ongoing but has certainly improved the décor of the Meeting Room.

6. D&BCT Report

bulletHall Refurbishment - the amended plans were available for viewing. The Directors are keen to get the heating system finalised so the detailed plans can be prepared. Investigations are continuing into a Renewable Energy System.
bulletHall Keys – a set of keys was given to Mrs MacDonald to pass on to Audrey Peddie, Secretary.

7. Pest Control

Presley Pest Control have been employed to clear the infestation of mice.

8. Dates of Community Association & Hall Meetings

Dianne suggested setting the dates of the meetings for the whole year and posting a list on the noticeboards and on the website.

9. AOCB

bulletAn invitation has been received to attend “Partners Day” from Grampian Police, which is to be held at Victoria Park, Buckie on Wednesday 14 February 2007. A questionnaire with regard to community policing was also enclosed. Discussion followed with regards to the questionnaire and Dianne will return the completed form.
bulletAn invitation has been received from MVSO to attend a Stakeholder Consultation Event on Tuesday 6 March 2007 at the Mansefield Hotel, Elgin. A questionnaire with regard to MVSO services was also enclosed. Dianne will return the completed form.

MINUTES OF MEETING

Present:- Fred MacDonald (Chair), Shona Cockill, Fiona Morrison, Richard Henderson, Mrs MacDonald, Willie Bell, James & Dianne Mark (Minutes).

1. Welcome

Fred MacDonald welcomed all to the meeting.

2. Presentation to Shona Cockill

Shona was presented with a gift and flowers in recognition of all the hard work she has carried out over the last 12 years, as hall cleaner and booking secretary. A photographer from the Banffshire Herald was also in attendance.

3. Presentation to Fred MacDonald

Fiona Morrison, on behalf of the residents of the village, presented Fred with a bottle of whisky and card, to thank him for his commitment to the Village in Bloom effort. Fred diligently waters the hanging baskets and tubs throughout the summer months and it is very much appreciated.

4. Matters Arising from the previous minutes

The minutes of the meeting on 9 October, 2006, did not report that the procedure for organising dances had been discussed and it was to be discussed further at the next meeting of the Hall Committee on 4 December 2006.

COMMUNITY ASSOCIATION

1. Spring Bulbs

Richard reported a squad from Lochpark had planted bulbs and winter pansies in the flowerbeds at the entrances to the village. The bulbs and pansies were received from the Moray Council. Davina Gray also donated a large number of bulbs to the Community.

2. Safety Signs for School

Work has started to install flashing safety signs for either side of the school.

3. Hanging Baskets

Fred will take down the baskets and return to Moray Council, Elgin, who will replant them for next year.

4. Re-cycling Bins

Shona Dryborough, Moray Council, is still negotiating with Drummuir Estate, to secure a site for recycling bins in the Village Playing Field. Unfortunately the offer to site the bins will be withdrawn at the end of December 2006. Fiona Morrison has given Shona Dryborough the contact details for Audrey Peddie, Secretary.

5. Car Park in Tocher Terrace

An abandoned car is still parked in the Tocher Terrace Car Park. James Mark will report this at the next Strathisla Community Council Meeting. Fiona reported the surface of the Car Park to be in a very poor condition. Repairs were carried out earlier this year but the material used to fill potholes has now turned to mud. Ideally the car park should be tarred. James will also report this to Strathisla Community Council.

HALL COMMITTEE

1. Harvest Home Dance

Another successful dance was held on Friday 13 October, which raised £1662.45. Unfortunately there was some trouble outwith the hall, which resulted in police involvement. The Trust will write a letter to the 3 people involved in this incident to advise them they are banned from entry to Drummuir Hall. Richard to forward names and addresses to Dianne. Police advised to have 4 security staff in attendance at any future dance. It was felt the organising of this dance excluded members of the committee who are normally involved in selling tickets etc. and it was agreed that proper meetings should be held to make arrangements for fundraising events/functions.

2. Christmas Ceilidh & Hogmanay Hoolie

The Christmas Ceilidh takes place on Friday 15 December. This is run by the Youth Club Committee and is a family event. The Lochpark Christmas Party will be held in the hall next week and decorations will be left for the benefit of the Christmas Ceilidh and Hogmanay Hoolie. The Hogmanay Hoolie will go ahead as usual on the 31 December - usual format of “bring your own food & drink.”

3. Booking Secretary

Audrey Peddie, Hall & Community Association Secretary, will also take bookings for the hall. Audrey will keep Cleaner and Treasurer informed of all bookings. Keys will be cut for Audrey. There have recently been some problems in people being able to get entry to the hall. Dianne will prepare a list of all keyholders, with contact numbers, this will be displayed on the hall noticeboards.

4. Hall Cleaner

Fiona Metcalfe, Mains of Drummuir, has taken over from Shona as hall cleaner. The Hall Committee would like to wish Fiona good luck in her new role.

5. Hall Damage

There was damage to a wall in the Committee room at a function held in the hall on Saturday 2 December 2006. Fiona Metcalfe also reported the hall had been left in a mess and required extra cleaning time. It was decided that anyone hiring the hall should be responsible for damages and unacceptable mess. The person who booked the hall on Saturday was aware of the damage and agreed to have it repaired. It was felt that a time limit should be put on this to be carried out. Dianne will contact Frazer to find out if the hire has been paid. An additional cost for cleaning will be added.

6. D&BCT Report

Hall Refurbishment - Drummuir Estate has agreed, provided full planning permission is granted and funding is sourced, to sell the Trust an additional piece of land, at the rear of the hall, to build an extension. The Trust has written to accept this offer.

Architect - The Directors met with David Smith, Architect, on 4 November to discuss the plans for the extension and refurbishment. Several changes were made to the internal layout. David will draw up the plans and meet again with the directors to finalise. There will be an opportunity for all members to view the plans prior to submission for planning consent.

Planning Application by Drummuir Estate - The Trust received neighbour notification of the planning application by Drummuir Estate, to build a house on the ex School Playing Field. The Directors decided to contact Gillian Findlay, Head Teacher, to determine the feelings of the staff, parents and pupils. Gillian said she had forwarded the notice to Moray Council but would raise this matter at a school board meeting. The directors agreed the Trust would support any objection lodged by the School Board. There has been no contact from the school board to date. Fiona Morrison reported that the school board has lodged a letter of objection.

Registering an Interest in the Right to Buy - The Trust will still register an interest in the right to buy for the ex school playing field despite the Drummuir Estate planning application. The process is ongoing.

7. Meeting Room

Fiona Morrison asked if the Youth Club could decorate the Meeting Room. All present had no objection to this.

8. Pest Control

There is an infestation of mice in the hall at present. James Mark has arranged for Presley Pest Control to deal with the problem.

Held in Village Hall on Monday 9th October 2006.

Present: Mrs MacDonald, Audrey Peddie, William McIntosh, Dianne Mark,  Richard Henderson, Fred MacDonald.

Apologies: Jackie and Fraser Morrison, Fiona Morrison and Shona Cockill.

Meeting opened: Chairman Fred McDonald welcomed everyone present and the meeting started at 7.30pm.

Matters Discussed: Dance to be held on 13th. Oct.

Bar: Fred McDonald Neil Theodorson and Adam Scotten.

Door persons: Willie McItosh and Ewan McDonald.

It was agreed that only over 16's would be allowed in to the dance, and if any under 16's arrived they would be refunded.

Raffle: Wine, etc.

Shirley is to come in and clear tables and make tea for band.

Next meeting 4th Dec. at 7.30 for hall committee.

Election of New Office Bearers:

Chairman:- Fred McDonald proposed by Dave McWilliam seconded by Willie Bell.
Vicechair:- Fiona Morrison proposed by Fred McDonald seconded by Audrey Peddie.
Secretary:- Audrey Peddie proposed by Fiona Morrison seconded by Dave McWilliam.
Treasurer:- Fraser Morrison proposed by Mrs McDonald seconded by Fiona Morrison.

Clubs have been asked to nominate a person to represent their club at the Hall meetings.

Hall Fees: There will be no increase in the Hall rents this year. The wages for the cleaner are also to stay the same.

Summer Dance: This went well, making a profit of 1230.90 this is to go towards the running costs of the hall. There is to be a Harvest Dance on Friday 13th of October with music supplied by Ziggy and Toni, tickets are available from Fred MacDonald, over 16's only. The proceeds from the Harvest Dance will go to the Trust. It was noted that the persons who apply for the license for the dances is responsible for keeping anyone who is under the stated age out of the hall. It was also suggested that there is no need for an entertainments committee.

Repairs: There is a broken window in the Hall, the Trust are to see to the repairs of this. There was some damage done to the gents toilets at the Summer Dance the person responsible will receive the bill for the repair.

Community Association

The office bearers for the Community Association will be the same ones as the Hall Committee.

Congratulations to the children at Botriphnie Primary School who took 1st place in the Village in Bloom junior section all their hard work paid off.

Minutes of Drummuir Hall and Community Association meeting
Held in Village Hall on Wednesday 23rd August 2006.

Present: Mrs McDonald, Willie Bell, Willie McIntosh, Richard Henderson, Dave McWilliam, Shona Cockill, Fraser and Jackie Morrison, Fiona Morrison and Fred McDonald.

Apologies: No apologies were received.

Treasurers Report: Fraser reported a balance of £3349.42 in the bank.

Correspondence: An application form for this year's Environmental Improvement Fund has been received, this fund is aimed at providing small grant awards to community organisations that wish to undertake environmental improvement projects. This has to be returned by October. If anyone has any ideas for uses for this grant please speak to Fred McDonald or Fiona Morrison as soon as possible.

A.O.C.B: New brushes are needed for the Hall, also a new dustbin for the kitchen, Shona is to get these from Annands in Keith.

The heating in the Hall has become difficult to switch on lately, this is being passed on to the Trust.

The Trust A.G.M. is being held in the Hall on Monday 11th September at 7.30pm. After the A.G.M. the Drummuir Hall and Community Association will hold a short meeting to elect their new office bearers. It is hoped there will be a good turn out of members at these meetings.

The Entertainment Committee have organised a Dance to be held on Friday 8th September in the Hall, this is a licensed event and is for aged 16 and over, a bus is available from Keith and Fife Keith squares. All clubs who use the hall are to be asked to donate a raffle. Tickets cost £7 and are available from Willie McIntosh and Fred McDonald. These events need a lot of organisation and the Entertainment Committee would be very grateful if more people would get involved, if you feel you can help please speak to a member of the Hall Committee.

Community Association

Matters Arising from, Minutes: The forms for changing the name on the account have now been organised.

Correspondence: A letter from the Scottish Executive explaining the procedure for holding up traffic during public events.

A.O.C.B: A thank-you card and a box of chocolates were sent to the clients of Loch Park for planting the flower beds around the village, thanks were also given to Fred who kept the hanging baskets watered all summer, everyone agreed their hard work really made the village look lovely again this year.

Date of next meeting: There will be a short meeting on Monday 11th September following the Trust A.G.M. this will be to elect new Office Bearers.

The Chairman then closed the meeting and thanked everyone for attending.

Held in the Village Hall On Wednesday 24th May 2006

Hall Committee

Treasurers Report: Fraser Morrison reported a balance of £2856 in the Village Hall account.

Matters Arising from minutes: They Playgroup are once again using the hall and are meeting on Thursdays from 1pm to 2.45pm. All under school age children and their parents are welcome to attend.

Trust Report: James Law reported that the Trust is still negotiating with David Smith the architect on the plans for the upgrade of the Hall.

Correspondence: None.

Community Association

Treasurers Report: The Community Association account is still in the name of a past treasurer. Fred is to get the forms and get this changed into Fraser’s name.

A.O.C.B. The glass fronted display boards from the hall are currently being stored in the Estate Office as another one fell from the wall and the glass was broken, this has now been repaired but it was decided that they should remain where they are until the hall improvements are completed and they can be displayed in another room.

Correspondence: Letter from Moray Federation of Community Halls and Associations - This year the committee recommended that Drummuir should enter in the small village category rather than the scattered rural village. It was discussed and decided that this is what would be done. Letter from N.H.S. Grampian – An Asist (Applied Suicide Intervention Skill Training) coarse is to be held in Cullen on 19th and 20th of June at a cost of £200 per person. No one present wished to attend.

Held on 22nd March 2006

 Treasurers Report: Fraser Morrison reported that the Hall Committee have £2,401.00 in the bank.

 Matters Arising from Minutes:

 K.D.R.A. open day will no longer be going ahead this year.

 Wheelie Bin – It was decided that at a charge of £2.95 per week to get a second wheelie bin emptied it would not be viable to obtain one and that tins and bottles from any dances would be bagged separately and recycled.

 Trust Report:
 The trust held their latest meeting on Jan 23rd the following was discussed.

Cottage repairs – Slates and guttering have been repaired.

                            Shed roof will be replaced with corrugated iron.

                            Windows need painting Jen will paint the windows herself when the Trust supply the paint.

 The Trust has chosen David Smith as the Architect to work with on the Hall upgrades.

 A Highlands and Islands grant of £2000 has been successfully applied for.

Awards for All grant applied for, still waiting to hear about whether it has been successful.

Moray Action for Communities also applied to but this time was unsuccessful.

Bowling: The Bowling Club have asked for a notice board to be put up in the hall for their use, this was discussed and agreed.

 Playgroup: Due to the falling numbers of young children the playgroup found they were unable to meet the Hall fees and ran at a loss until they were forced to temporarily fold. Shona Cockill asked if the hall would be in a position to offer the use of the hall at a reduced rate as this seemed to be the only option available for the playgroup, it was agreed that it would be a shame to lose a group that has been running in the village for such a long time and that the hall would let the playgroup use the hall free of charge and when they were in a position to do so they could make a donation to the hall.

Community Association

Village In Bloom: Drummuir will enter this competition again this year. Fred will continue to water the flower beds and hanging baskets. Richard to ask if Loch Park would be willing to help maintain some of the flower beds, anymore volunteers for this would be greatly appreciated.

Hogmany Hoolie: Once again a good night was had by all who attended. Games organised on the night raised £137.25, this paid for the fireworks and the games prizes.

Sewage: A new sewage tank is to be installed in the play park, the Hall will be connected to this system which will do away with the existing tank in the Hall House garden.

Fly Dumping: Two computer monitors and a printer have been dumped in the Isla near the Station. Arrangements were made to have these removed.

Drummuir 21: A.G.M. will be held in the Village Hall on Monday 27th February at 7.30pm. All welcome.

K.D.R.A.: Keith & District Railway Association are hoping to hold an open day in July with various demonstrations and competitions. This will hopefully be on the same day as the Castle Gardens open day.

Notice Board: A notice board is to be erected at Towiemore to keep residents informed of coming events. Richard Henderson to see to the making of one.

Strathisla Community Council: Alex Gordon-Duff is the third Community Councillor for Drummuir joining David McWilliam and David Dillion.

Constitution: The question was raised as to whether the C.A. should have their own constitution. It was then explained that since the C.A is a sub committee of the Drummuir and Botriphnie Community Trust who have a constitution, this was not the case.

Manhole Cover: A manhole cover has been dislodged on the grass verge near Woodend. The Moray Council to be phoned about this.

Hall Committee

Treasurer: Ewen MacDonald resigned from the post of treasurer. Fraser Morrison was proposed for the post by James Mark and was seconded by Dianne Mark.

Trust Update: The Directors held a meeting with Jill Dolphin in November to discuss what funding was available to help with Architects fees, the highest amount available being £2000. There will be an open meeting to collect public views when plans are available. The minutes from all Directors meetings are available on the Drummuir web site.

Repairs: The kitchen/hall door still has to be hung and the heater switch in the kitchen needs fixing to the wall. These faults have now been reported to the Directors.

Entertainments Committee: William McIntosh and Richard Henderson are to start organising a new entertainment committee, enlisting help from any willing parties for fundraising events.

Wheelie Bin: Fiona Morrison to phone Moray Council to ask if the Hall could get a bigger or a second wheelie bin.

Held on 26th October 2005

Welcome: James Mark opened the meeting and welcomed those present. He explained that this was the first meeting of the Community Association and the Hall Committee since the Hall had been purchased by Drummuir & Botriphnie Community Trust (DABCT) and that the issues to be discussed were -

  1. The role and future of the Hall Committee and its relationship to Drummuir & Botriphnie Community Trust. A new Hall Committee will be elected.

  2. The role and future of the Community Association and its relationship to Drummuir & Botriphnie Community Trust. A new Community Association Committee will be elected.

Hall Committee

At a previous Board meeting of DABCT the Directors had decided that the Hall Committee would be reconstituted as a sub-committee of DABCT and this was endorsed by the meeting. The Board would "own" the Hall on behalf of the community and would be directly responsible for its maintenance and improvement. The Hall Committee would be responsible for -

handling bookings and payments for these bookings. Excess funds to be transferred annually to DABCT.

dealing with the running costs (heating, lighting and cleaning)

The constitution of the Hall Committee was then discussed and it was decided that -

All DABCT Directors would be members of the Hall Committee but would not be eligible to hold office.

All clubs using the Hall would appoint a representative. Further members of a club could attend meetings but each club would have just one member eligible to vote.

Any member of the community could be a member and attend meetings.

Members, with the exception of the DABCT Directors, will choose the office bearers.

A draft constitution for the Hall Committee will be drawn up and promulgated for comment before being ratified.

Election of Office Bearers: The following members were elected as office bearers of the Hall Committee-

Chairman: Fred MacDonald

Vice Chairman: William McIntosh

Secretary: Fiona Morrison

Treasurer: Ewen MacDonald

Charges: After some discussion it was decided that the hire charges for the Hall would be as follows -

Rate for Hall - £4.60 per hour with a minimum of 2 hours.

Rate for Committee Room - £6 for evening.

Post Office - £5 per week (6 hours).

Cleaner wages - to be increased by 5%.

That concluded the business of the Hall Committee.

Community Association

At a previous Board meeting of DABCT the Directors had decided that the Community Association would be reconstituted as a sub-committee of DABCT and this was endorsed by the meeting. The Community Association and Hall Committee are separate entities with separate memberships and office bearers. However, due to the shortage of people willing to stand for election it was moved that, in this instance, the office bearers elected for the Hall Committee would also serve as office bearers for the Community Association. This was accepted by the office bearers and endorsed by the meeting. It was emphasised that the two sub-committees were separate entities, each with its own constitution, finances and role.

The Community Association would be responsible for all aspects of interest not specifically covered by DABCT or the Hall Committee. In answer to a question by Alex Gordon-Duff, it was noted that this would include the Community Woodland.

A draft constitution for the Community Association will be drawn up and promulgated for comment before being ratified.

That concluded the business of the Community Association.

Next Meeting: The next meeting of the Community Association and Hall Committee will take place in the Committee Room of Drummuir Hall at 7.30pm on Wednesday 18th January 2006. Association business will be dealt with first. An agenda will be produced nearer the time.

Wind Farm:

The Public Inquiry into the Drummuir Windfarm appeal took place in the Royal Hotel, Keith from the 21st to the 28th Sept, with a site inspection on the 29th Sept. It was a Delegated Inquiry, which means that the Reporter will make the decision without reference to the Scottish Executive. Not firm date has been given for the announcement of the decision but it is expected to be before the end of November.

James Mark and David McWilliam visited the Glens of Foundland windfarm and were shown around by the Site Engineer. All the roads and windturbine foundations are now in place and the control romm building is complete. Installation of the windturbines is expected to start in March 2005.

Drummuir 21:

Ruth Anderson reported for that Drummuir-21 had not received an invoice for their use of the Hall. Davina noted that the WRI might be in a similar situation. Fiona will check on the situation when she receives the treasurer's paperwork. She will also check on the status of a cheque relating to the recent visit of a contingent of RAF Cadets to Loch Park.

Drummuir-21 has suggested that a footpath should be created through the recreation ground so that pupils could walk between Tocher Terrace and the School/Hall without using the pavement along the main road. Pearl Paul will follow this up with Moray Council. She will also enquire about the possibility of having a 20 mph speed limit in the area of the School.

A.O.C.B.:

Moray Council have installed new play park equipment in the Recreation Ground, which is proving highly popular with the children. Installation required vehicle access which has damaged parts of the field, but that will be fixed by the Council. Drainage of the field is very poor but that, too, will be attended to by the Council. Work is also required on the roads/ditches at Ardbrak, Tennanton, the Manse Brae and Mill of Towie.

Neil gave notice that the Youth Club will be organising a bonfire for Saturday 6th Nov.

Neil reported that there will be a Ceilidh on Saturday 18th Dec.

Letter from playgroup wish to transfer shed from school playground to back of hall. Also wish new storage area in kitchen willing to supply these. Gates to be hung on main stair and stage steps also require front and back door keys.

Rewiring of the hall:

James reported on additional work having been required to install heavier cables from the new distribution boxes at the front door to the old boxes upstairs. This was required to provide temporary power to the heaters. The requirement had been specified at the beginning but the contractor had installed only a single cable, which had insufficient capacity for the load.

Hall Purchase:

A Company Limited by Guarantee has been created as a charitable organisation and has been named "Drummuir & Botriphnie Community Trust". The Trust's solicitor visited the Hall on the 29th Sept, accompanied by James and David, to inspect the property and prepare a map. The Trust's solicitor has sent the map to the Estate's solicitors and the Laird has instructed his solicitors to send an offer to sell to the Trust's solicitor. This has not yet been received and some concern was expressed about the prospect of the sale being completed by the tentative deadline of 31st Oct 2004..

There was some discussion about the steps that would be required when the sale goes through. A membership form will be delivered to all households in the catchment area to ensure that everyone has the opportunity to join and to encourage members to stand for election as Directors of the Trust. When that phase is complete, a postal ballot will be held to elect seven (7) Directors to run the Trust. The Trustees have agreed to act as Returning Officers for the ballot.

The broken Water Board toby cover in front of the Hall has been replaced. The rainwater hole in the Hall carpark, thought to be due to a broken/blocked rainwater pipe, will be dug up and repaired by volunteers. James will fix a date for the work.

Neil had hoped to obtain a Council grant to provide permanent disabled access to the Hall, to tar the Hall carpark and to provide kerbing and flowerbeds. Pearl said that the application had been unsuccessful but that an application should be made to MBSE or MVSO via REAP. Ruth will fill in the required forms.

Wind Farm: Public Inquiry in the Royal Hotel Keith starts 21st of September 2004. Discussions relating to the Community Benefit Fund will be postponed until after the results of the Inquiry are made public.

Drummuir 21: Support school groups and community woodland. Gordonstown pupils painted posts white at Western Crossroads and weeded beds at churchyard and help out at the hatchery.

Sewage: Davina Gray settled the outstanding issues during discussions with Alex Gordon-Duff and so no need to contact the Press. New septic tank to be located in the park, in the hands of the laird's solicitors to get permission for the same. Davina Gray to phone Perl Paul about play park drainage Play Park now used by the school.

A.O.C.B. Drummuir received a highly commended Best-kept village certificate. Davina Gray thanked Fred and Margaret MacDonald, especially Fred for watering the baskets. Davina Gray wants funding to purchase permanent plants for the beds. Graveyard wall to be repaired in its turn.

Lease of hall comes to an end at end of October 2004 and Alex Gordon-Duff asked that the trustees continue to be caretakers until the purchase is completed.

A.O.C.B. The Scottish Water toby in the Hall car park is raised and broken. Dave McWilliam to contact Scottish Water about getting it repaired. A hole appeared in the car park during heavy rain, a cone to be placed over the hole.

Wind Farm:

R.E.S. has appealed to the Scottish Executive against Moray Councl rejection of the wind farm. Decision expected at end of June meeting in Drummuir Hall.

Drummuir21:

Annual General Meeting postponed for one week due to bad weather Priscilla Gordon-Duff thanked the school and children for holding the event. The all abilities path to Loch Park now complete, path up the manse brae complete. Responsibility for maintenance of paths topics of next meeting thinking about company limited by guarantee. Chairperson Priscilla Gordon-Duff, Treasurer Gillian Brown and Minutes Secretary shared. Bulbs planted at Western Crossroads by Davina Gray and castle gardeners.

Wind Farm:

R.E.S. to appeal against refusal from local council for permission to erect wind farm on Drummuir Estate.

Drummuir21:

Annual General Meeting to be held on the Saturday the 28th of February 2004.

Rewiring of the hall:

This is now complete, still waiting for hydro board to transfer main power line to new position.

Meeting with Landlord:

Hall purchase ongoing.

Public meeting to be held in Drummuir Hall on Monday 15m of March 2004, letter drop in village by Botriphine school children. James Mark to contact the press also to ask W.R.I, to do teas. James Mark and Fred MacDonald to meet with Alex and Priscilla Gordon-Duff, about placing an offer to purchase Drummuir Hall.

Community Association to remain with the hall Committee but may be separated at a later date. Community Association business to be conducted at beginning of hall meetings.

Thanks to Michael Shearey for staining computer cupboard.

Extra Meeting

Present: Fred MacDonald, Margaret MacDonald, Mandy Gordon, Shona Cockill, Fiona Morrison, James Mark, Neil Theodoreson, Willie Bell, Dave McWilliam.

Apologies: Pearl Paul.

Fred MacDonald opened the meeting and welcomed everyone present.

James Mark and Dave McWilliam filled most of landfill grant form during the evening.
Each member gave their opinions on the questions as they were filled in, 'A of form completed James Mark to fill in remainder.

Minutes of Drummuir Village Hall Committee and Community Association Meeting
Held on 8th December 2003

Present: Fred MacDonald, Margaret MacDonald, Derek Scotson, James Mark, Neil Theodoreson, Rev. Ranald Gauld, Shona Cockill, Fiona Morrison, Davina Gray and William Bell..

Chairperson Welcome: Fred MacDonald opened the meeting and welcomed everyone present.

Minutes from Last Meeting: Read and approved by all.

Treasures Report Hall: Hall £16,930:98 in bank after paying first instalment for wiring. Community Association as previous £956 Approximately.

Matters Arising:

Neil Theodoreson to write to Andrew and Yvonne Stewart and James Law and to purchase 2 bottles of whisky and flowers on going.

Hall survey for outside work. Quotes from Gordon Stuart re pointing £640 + vat. MCraig £500+vat.

Bowling carpets not insured under hall insurance W Bell to enquire about insurance from other local bowlinq clubs about their carpets.

Correspondence: None.

Discussion on amalgamating Drummuir 21 with community association all members present voted against this motion.

Community association asked to pay for the renewal of the website Domain Name www.drummuir.org.uk..

Station Bridge not part of the association's responsibility to help maintain the Station Bridge up keep.

Rewiring of the hall: First payment made no more progress since end of November, waiting on hydro board.

Heating Biomass system with the case finishing in 2004 not feasible to go ahead with this project meantime.
All members agreed to have extra meeting on 5th of January 2004 to fill in the landfill grant form.

Temporary Acting Chairman Priscilla Gordon-Duff

Current Issues:

Proposed changes to the Constitution to be presented at the AGM. The group has been constituted for over 3 years now and there are some changes to be made which will be discussed on Jan 12th? Is there a Community Association Constitution? Does the Association feel there is some overlap/confusion between the two groups? It might be helpful to discuss this publicly on the 28th Feb. A grant application is being made through the Forestry Commission Community Involvement Grant for a contribution to the costs of this meeting. Would the Community Asso
